Welcome to the National Security Hour. I'm, Ed Hugglund, your host for this evening. Today we welcome back Dr. Li Minyin to continue our dialogue on China's unrestricted warfare. As we close out the overall book by focusing on the final chapter, Chapter 8, Essential Principles.
Now, George Ken said, principles are a code of conduct, not an absolute one. I want to remind our listeners here that this book was written back in 1999, over a quarter century ago, and since that time, the CCP has been implementing various aspects of this unrestricted warfare, not only against the United States, but against the world. But few, few truly seem to understand this, that China's unrestricted warfare is cognitive warfare, and unfortunately, they continue to outmaneuver us in the free world daily. The authors, two colonels in the CCP at the time, now generals, implement their book and speak to, quote, beyond limits, combined war. They state in page 206 of the book, in terms of beyond limits warfare, there is no longer any distinction between what is or is not the battlefield.
Spaces in nature, including the ground, the seas, the air, and outer space, are battlefields. But listen to this, but social spaces, such as the military, politics, economics, culture, and the psyche are also battlefields. And the technological space linking these two great spaces is even more so the battlefield over which all antagonists spar no effort in contending. Warfare can be military, or it can be quasi-military, or it can be non-military. This is a constant theme in this book, as I've discussed prior.
in my definition of cognitive warfare. A strategy is a ways of achieving your goals by applying various ways and means to achieve these ends. The means, however, in this unrestricted warfare are endless, the economic, the political, the social, education. And this is where I don't think people in the United States or even the world really understand how dangerous China's unrestricted warfare is. These discussions on unrestricted warfare are part of an ongoing series between Dr.
Yan and myself. In our effort to provide a critical understanding and strategic perspective, our assessments and analysis and insights into this cognitive war against us. During these discussions, we leverage our unique experiences to provide you, the audience, realistic examples and assessments of the importance of unrestricted warfare and help you understand how China and the CCP are applying this in a multifaceted strategy using a complex variety of means, and by which they've been very successful. So, without further ado, let me welcome Dr. Li Min Yan so we can discuss the final chapter of this book, entitled Essential Principles, and delve into the overall book.
Dr. Yan, for those who are not familiar with her, is a medical doctor, PhD biologist, an independent coronavirus expert. She was educated at two top medical schools in China, Southern Medical University and Central South University. She was also a postdoctoral fellow in the School of Public Health at the University of Hong Kong. She has a weekly broadcast here on the American Outloud Talk Radio Network.
It's on Saturday and Sundays at 4 p.
m. Eastern, the voice of Dr. Yan. If you want to listen to someone useful besides me, listen to her. You will learn a lot.
I regularly have her on and I also joined her on her program. So, Dr. Yan, the authors speak to eight different essential principles. Let's discuss each one of these, if and if time permits, and then we'll discuss an overall assessment of the book. For our listeners, the eight essential principles noted are as follows, omnidirectionality, synchrony, limited objectives, unlimited measures, asymmetry, minimal consumption, multidimensional coordination, adjustment, and control of the entire enterprise.
Now, the way I'd like to approach this with Dr. Yan is because she has such a vast wealth of Chinese cultural experience, her background, her expertise in virology, having lived there under the CPC, and stuff like that, is. I'll talk first about what the actual definition is for that, one of these eight essential principles, and then I'll ask her for a follow-up in terms of these questions. Is that okay with you, Dr. Yan?
Yes, sir. Okay, great. So the first one here, omnidirectionality, as the authors define this, is the starting point of unrestricted war ideology and is a cover for this ideology. In terms of battles beyond limits to warfare, there is no longer any distinction between what is or what is not the battlefield, as I talked about up front. Warfare can be military, it can be quasi-military or non-military.
As a very strong principle applicable to actual warfare, omnidirectionality applies to each level of beyond-limits combined war.
And so we can go on with this, but it's just really an interesting aspect, and I'd recommend to our listeners to go read this book from the tail to end also. And so, Dr. Yan, what is your perspective on omnidirectionality?
Sir, I think the key point of this omnidirectionality, no matter how the author tries to disguise this term, it actually means the military-civil fusion, and also the target is no matter military or ordinary people, as long as they're in the enemy's country, they are the targets. So there is no distinguish of military and civil, in whatever side. And also, as a Chinese person, I'm so familiar with this word, omnidirectionality, it's everywhere in CCP's policies and doctrines. What does it mean? Actually, it means from inside to outside, for every individual.
That means totally brainwashed when you are in their strategy, as part of their teams. That means you have to do everything, I mean, you have to already absorb the CCP's ideology and also the instructions, and make it become like your faith, and you definitely would be absolutely loyal, and also conduct their instructions without any exception in this kind of unrestricted warfare. And that's why they said, they also mentioned all the times in this book that, even back to over 25 years ago, information war is so important, because information war include the part of propaganda and the brainwashing, the cognitive warfare. that is a principle, the target, the purposes. So the thing is, you may have heard that a very famous cartoon named Inside Out, that is to tell the kid how to understand your emotions, your feelings from inside.
And this inside emotion like anger, sadness, or the jealous, this will reflect in the behaviors, your response to the outside. So for CCP, their cognitive warfare, information warfare, and they want to make this kind of.
omni-directional effects on their teams, and also change the enemy's side. Because once they change the enemy's thinking, the enemy turns to their side, right? So that means they will study, develop the cognitive warfare and tactics to fulfill this purpose, which means they will target every emotion, every motive in the individuals, from generally to individuals. For example, if now they're targeting President Trump or President Biden, they will understand their characteristics and try to infiltrate around people among them, and to leverage their emotion when they make decisions, change their thinking and create narratives to fulfill their logics, but could mislead them to the kind of misjudgment. All together, and also for generals, they will use it to affect the generals' public opinions.
So these are all the things they're working on. It is really omni, because they won't let any corner empty. They will fulfill everywhere. That's why they need people's will to work inside in this unrestricted warfare.
So it's very interesting. That's why I love talking to you, because you bring the specific cultural perspective here from inside the tent. And you're talking about the military-civil fusion. They actually say in their book, at the strategic level, it applies to the combined use and warfare of national resources, which relate to military objectives. So again, military-civil fusion.
What's so dangerous to me in this perspective? here, this omnidirectional, is. it's completely counter to the normal thinking within the United States. military and intelligence community, OK, from all directions, with any means or methods, OK, omnidirectional. And so this is where we really need a paradigm shift inside our system here in the United States to actually start to understand this.
But now, again, they've been doing this for over a quarter century now. So they've refined the crafts significantly. And we've seen the results and their successes, which we can go into later on here as well. The second term, synchrony. They write conducting actions in different spaces within the same period of time.
The technical measures employed in modern warfare, and in particular, the spread of information technology, the emergence of long-range warfare technology, the increased ability to transform the battlefield, the linking together of battlefields which stretch forever, OK, and are scattered or are different by their nature. OK, and in various military and non-military forces on an equal footing into the war. All these things greatly shrink the course of warfare. Thus, stress on synchrony is combat operations now exceeds the stress on phasing. And so this is very interesting here, because first it's omnidirectional, now it's synchrony.
OK, so back to you, Dr. Yeung, what are your thoughts on synchrony?
I would say briefly, I mean, for the ordinary audience, you could compare it to another term, which is similar to the synchrony. It is a flash war. That is, I mean, they want to make it very quick. And let's talk about Ukraine and Russia's war. I mean, when it just started, all the propaganda from Chinese media is like, they want, this is a flashing war.
We will be finished within 24 hours or 72 hours before American allies and NATO and Ukraine even have any time to respond to that. But how could they make it happen? They would launch the saturation attacks. And that will be like, remember, two, three months ago, Iran attacked Israel. And that is saturation kind of attacks.
They try to break through the iron, iron, iron dome, iron dome. Sorry, I forget the word. So, yeah. So that is, once they could break through that, they definitely will give the devastating, destructive damage to that whole area. And meanwhile, it's not only about that.
The propaganda works. The propaganda works will be like back to the Russian-Ukraine war. in the beginning is, oh, Ukraine are the Nazis and the Ukraine people, Ukrainian land should belong to Russia in a historic reason. And the Ukrainian people want to go back to Russia, reunion with Russia. So that's why we go to Ukraine to get them back.
And then, like, people in, I mean, America, in Australia, they are not familiar with Ukraine at all at that time. So when they say the propaganda, and then in a short period, the defense system totally broke down and the government, the regime, had to, at that time, they had to either escape or surrender to Russia. And just before everyone can have response, that you will see the new propaganda come out, see, Ukrainian people welcome Putin to Ukraine. Right. And then it will happen in Israel if Iran can do that.
See, Israeli people are the media, like they're part of the Mideast allies and they want Iran to, and maybe President Hamas to help control this land. This kind of propaganda will come out. And also what they want to do is like, for example, for Taiwan, what Xi Jinping want to do is, back. two years ago, 2022, when we, I mean, all the media and I, when we released the classified PLA meeting, 57 minutes audio, they are talking about how to using all this kind of military civil fusion strategy, including the royal ships, and fight to kind of surround Taiwan. And meanwhile, we got the principle of their tactic against Taiwan aid, surround but no attack, and create a subversion inside, through the government, and also peacefully take over the army.
This kind of secret China has already been established. And so once all the things happen, maybe overnight, you will see PLA surround Taiwan, isolate aid. And inside the government and the military, the force have already been taken over by CCP. And the president can be, like, attained or disappeared. And then propaganda in Taiwan can be that, oh, we want to reunify with China.
We are always from one nation. We don't want America to take care of our own business. What can you do? This is what they emphasize here. And they, of course, want to attack America using this kind of tactic.
Just it's up to the situation, up to the opportunity.
So that's an excellent analysis here. And in a minute, we'll be going to break here. But when you talk about the flash war, this is very important for our audience to understand here, because it is the saturation of attack. And they talk about the synchrony in combat operations now exceeds stress on phasing. So where the United States military and intelligence community look at different phases of the war, there are no phases in synchrony.
It's all at the same time. Propaganda, the asymmetric warfare, the sabotage, the economic warfare, the military aspects, the biological warfare. And, as Dr. Yan pointed out, for, like, Taiwan, if they play their cards right here, there's no need to have a military confrontation, because the war will be over before it begins. But this is the same as what's happening here in the United States.
So these essential principles are critical for people to understand in context of this overall book. And that's why it's great to have Dr. Yan on, because she brings that cultural perspective and insight. So as we go to break here, just remember, for both Dr. Yan and The Voice Dr.

Welcome back to the National Security Hour. I'm, Ed Hugglin, your host this evening, with Dr. Yen as our special guest today, as we're talking about unrestricted warfare with a focus on the essential principles. As we left, we were talking about synchrony, and let's now move to the third essential principle, limited objectives. In the book, the authors say they set a compass guide to guide action with an acceptable range for measures that are available.
Limited objectives means limited in relation to measures used. Limited objectives means limited in relation to measures used. When setting objectives, give full consideration to the feasibility of accomplishing them. I'll do a side note here. This is something the U.S.
intelligence community and DOD should pay attention to. Feasibility of accomplishing them, okay? You have to be able to accomplish your goals. What he notes here in the book, the authors do, is that they made a motto by President Clinton at the time, was unaware that national interest and sense of values are strategic objectives of two completely different scales. National interest and sense of values, two completely different scales and two different strategic objectives.
It says here in there, after we say that the former is an objective which American power can protect through action, okay? National interest. The latter, which is sense of values, is neither an objective that its power can achieve nor is an objective which no state should pursue outside its territory. World's number one, an ideology corresponding to isolationism, always makes the Americans tend to pursue unlimited objectives to expand their national power. This was more clear than evident in the Afghanistan war, all right?
We did not set objectives. There are unlimited objectives, and the war was primarily a cognitive war, but we fought it as a kinetic war. So, from your perspective, Dr. Yin, limited objectives, what is your viewpoint on this in terms of essential principles?
Actually, sir, this is limited objective should come down thinking of its unlimited measures, as it mentions the next part here. So they talk about limited versus unlimited here to tell you that one principle is you have to know what is the most important targets and you have to concentrate all the power, all the resources to guarantee you fully, totally destroy these important targets. So what does it mean to think about if they want to attack Washington, D.C.? So if some people live around Washington, D.C. in the community, that is not their main target if they can't handle all of that.
But what they will fully attack is definitely the command and the military base, the White House, the Congress, the Hill, all these kind of targets. And how to guarantee these limited objectives can be destroyed. well, then, they will use unlimited measures. That means they will understand all the structures, using spies to gather all the maps, and also the defense system in these objectives. And they are like spy balloons or their drones.
You know, recently a lot of Chinese people were found or arrested by sending the drones all over the sensitive areas. They claim they just having found. But we know that for sure these are CCP's agents who are using drones to detect the details of that area, taking photos, deliver it back to China. China can use it to train their AI system, AI vehicles for the further attacks. And also they would, unlimited, also including that their spies could install some kind of like bugging system or that kind of maybe dangerous, before that kind of attack around the military base, they could embed the dangerous, the weapons or whatever things to cause the damage at the same time when they launch the attacks, right?
So unlimited include all the ways they could totally destroy the enemy's objective. And I think one term can be, think about in this to understand this, that is the scorched earth, this kind of tactics, widely used in World War II and before, which means the whole earth, become like burned, nothing left. And that is what CCP want to achieve. Nothing left. And you see that limited target, for example, they have helped Hamas get trained, right?
Hamas top one leader, Mohammed Dave, was trained in PLA in 1990s. And his wife, one of his wife, is a spy between Hamas and CCP. So when they conduct this kind of massacres to Israel on 7th of October, the limited objectives are those villages, right? And unlimited massacre means people are all killed, kidnapped, tortured, and raped, all these kind of things happen to them. Almost no one can survive at this moment, right?
So these are the examples of this kind of combined of tactics, which is anti-humanity.
No, so very, very good. So this is really, really key for people to understand. here is what Dr. Yin is bringing in. here is also the fourth aspect of the essential principles, unlimited measures here.
But what's really interesting is a great example. You're talking about Hamas and the 7th of October attack. The village was the limited objective. The scorched earth was nothing survives it. Okay, but for what purpose?
to what outcome? Okay, so, they reached their objective, but what purpose, what outcome? Well, we've seen the results from that. It's a great example here of using this type of methodology of unrestricted warfare.
Hamas still has their leadership in place. They're not all been decimated. They've gained thousands upon thousands of new allies. They've had people demonstrate for them worldwide, okay, based on the false propaganda that they pushed out in concert with this. And this is part of the omnidirectionality, the propaganda in line with these other things, blaming Israel and such like that.
Okay, and then they've raised hundreds of millions of dollars for their cause. So even if they wiped out the Hamas leadership, current Hamas leadership, with the indoctrination of generations of young Palestinians, they've advanced even a stronger army, potentially. Okay, so what's concerning here, what I think Americans need to pay attention here is, take a look at our leadership and take a look at how the omnidirectionality, the limited objectives and the unlimited measures apply here. In my book, The Cognitive War, why we are losing and how we can win, I have a, what I call a lone wolf scenario. And to Dr.
Yan's point, we now have over 107,000 Chinese military men in the United States. They've been making incursions out to military bases and other places, purposely, okay? They're doing reconnaissance. They're planning for things, right? We already know that China's tried to implant, and probably successfully in our infrastructure, our water systems, electrical systems, and other stuff, different cyber effects, all right?
And I'll think about the use of drones, for example. And in my lone wolf scenario, as the State of the Union gets out and moves, China's already mapped the IP addresses for the phones of the members of Congress, key congressional leadership, key members of the White House, key members of the military, right? Now, think what they could do with 107,000 deployed assets across the United States or just in the Washington DC area, a small portion of those with DJI drones armed with C4 explosive and knowing what their IP addresses are, which they can get off a publicly available information website to pay for the data. In concert with that, as they assassinate our top leadership in the military, in the White House, they undertake logistics efforts to then basically destroy our basic supply chain and resources from gas, oil, electricity, okay? And think of this in the middle of the winter, okay?
That's scorched earth. Now, people will say that's impossible. No, but that's why we need to understand. This is not impossible. This is a very realistic scenario in which not only limited objectives, meaning taking out the leadership, but taking out our key logistics.
Those two key leadership and logistics, those are limited objectives. They can be achieved very easily, okay, with certain activities across the scorched earth aspect. So, that's why it's so important, I think, for people to understand what we're talking about here today in unrestricted warfare and the essential principles. The unlimited measures that Dr. Yan has already addressed is a trend toward unrestricted employment of measures, but restricted to the accomplishment of objectives.
So, she said, use any and all means, but to accomplish that specific objective. Now, the next one here, Dr. Yan, is very interesting as well. Asymmetry. The authors seek nodes of action in the opposite direction from the contours of the balance of symmetry.
Asymmetry, they say, as a principle, is an important fulcrum for tipping the normal rules and beyond limits. ideology. Understanding and employing the principle of asymmetry correctly allows us always to find an enemy's soft spots. Mostly, the weaker side selects as its main axis of battle those areas, the battle lines, where its adversary does not expect to be hit. The center of the mass of the assault is always a place which will result in a huge psychological shock to the adversary.
So, Dr. Yan, what's your perspective on asymmetry, the fifth of these essential principles?
Oh, that basically is like the tactics all the cockroaches use to invade our homes, right?
The weakness, no matter how they describe it in the art way, but that is, I mean, the principle. So, basically, like, for example, here we are talking about the mouse system in the U.S., how it's being understood, studied well by CCP, and then they could take advantage of the weakness. Like, when we talk about the weapon convention treaty, right, China is part of that. But why could it release COVID-19, develop it, release it and cause a pandemic and also cover it up? Because they realize that the soft spot here is that no matter WHO or UN or the surveillance institute like NIH or Hopkins University, they can do nothing to hold China accountable if China violated, because China is a permanent member of UN National Security Council.
So, the thing is, China can veto all of these kind of decisions. And also, China could infiltrate to manipulate these international, cross-national organizations, or Americans, the authority, right? So, as long as China can manipulate the key point in this system, China could manage to make the unrestricted-fire weapon.
And another way—.
So, what's interesting there, for our audience to understand here as well, is what Dr. Yen is talking about here. When we're talking about logistics. So, think about using the weak spots and identifying the weak spots in our logistics. There's no protection around our critical infrastructure.
It's too vast and too wide, okay? So, from an asymmetric perspective, that's one of the weakest links. Take a look at what happened with the Keystone Pipeline, okay, and the Russian hackers. They shut down the whole East Coast for weeks, for two to three weeks, before the ransomware was paid, and something like that. Think of the East Palestine-Ohio disaster, the railroad, and the spillage there, and the lack of really good response.
China sees these different things. Take a look at the balloon, the spy balloon Dr. Yen talked about, and they flew that over, the lack of response. All these are specific incursions to help map the battlefield, to help map the areas where asymmetry can be applied here in the United States, okay? Because in the United States, people think we're a sanctuary and that nothing can happen here.
That's so wrong thinking. Remember 9-11?? Okay, the 9-11 Commission said we had a failure of imagination. Well, what Dr. Yen and I are bringing to you today is not a failure of imagination.
We're telling you what the truth is and what can actually be happening here, because we need to understand from asymmetry, notice that. I'm sorry. I interrupted you, Dr. Yen. You had something to say on the asymmetry?
Oh, yes, sir. Actually, I just want to make additional comments that, for example, when they try to manipulate public opinion, they don't need to control all the media. They can infiltrate to certain mainstream media, like New York Times and Washington Post. They definitely have their allies or their agents working inside. And they could also, on the other side, Voice of America.
You know, this is a very important agency to actually let Chinese people know Americans' policies and situation in China, right? And let Americans know China's policy. But they have infiltrated and totally, almost totally controlled that place. So what you hear from the Chinese commentators they invite, the analysts they invite, are mainly the big dissidents. And also what Chinese people hear from American side can be already kind of attenuated in their reports.
So that helps facilitate CCP's cognitive warfare. So these are all the asymmetry. They don't need to help control everyone. They don't control every scientist during the pandemic. They don't control every journalist during the cognitive warfare.
But the main problem, like the awarded journalist, some directors, some Nobel laureates, that's enough. They make huge impact.
Well, so let's use COVID and China flu as an example, Dr. Yan. Look at their asymmetric methods and omnidirectional approach. after the release of this. They had a massive propaganda campaign.
They had their stooges already here in the US who were already covering up for themselves, OK? They had people like Dr. Fauci who were also covering up what was happening, OK? And so they leveraged all those different things to then provide a great pause in distraction. for months, OK, for months.
OK, that's part of what we're talking about here. This is what cognitive warfare, unrestricted warfare, is about. It's not about kinetics. It's about affecting and influencing to the desired outcome for limited objectives of what you want, winning the war without having to fire a shot. And look what they've done to us in our economy.
Look what they've done to us in the murders and the millions of people who died, OK? And according to the Heritage report that Dr. Yan and I talked about on a different time, $18 trillion impact. So these are all critical things here. Now, when Dr.
Yan and I come back from break, we're going to continue our discussion with minimal consumption as the next essential principle. Welcome back to the National Security Hour. We're talking about Essential Principles, Chapter 8, the final chapter of Unrestricted Warfare. with Dr. Li Min Yan. Our special guest is bringing some great cultural insights from China, and, based on her own expertise in virology and other areas, she's bringing some great insights in terms of what these terms mean.
The last couple of terms that we're going to focus now on, the number six, the minimal consumption. The authors in this book say use the least amount of combat resources sufficient to accomplish the objective. Okay, this sounds like a no-brainer, but there's important aspects here. The principle of minimal consumption is, first of all, that rationality is more important than thrift. The result of a mismatch between measures and objectives is inevitably high consumption and low effectiveness.
The line of thought leading out these difficulties is to use more to attain less. So, that is, combine the superiorities of several kinds of combat resources in several kinds of areas to form up a completely new form of combat. Okay, that's a whole different paradigm. So, one would think mostly minimal consumption, okay, limit what you're doing. What they're saying here is no, no.
Mask what you have, but across multiple different resources and asymmetry elements, and therefore you have minimal consumption, but in a fast time, as Dr. Yun said, flash forward. Back to you, Dr. Yun. What's your view on minimal consumption?
So, just actually, still my word is no matter how they try to create the conception, look very academic or very professional, they cannot tell us the real idea of this whole unrestricted warfare tactics. That is, when they talk about the minimal consumption, they mean after all, when they win all the battles, they feel the gain. And the gain, they also have saved some money and they have made more than they expected, and that means they have used minimal consumption. And they don't really care the absolute number of the loss. And actually, their calculation is different, totally different from American side.
For American side, actually we have talked in the previous chapter on this unrestricted warfare. They said the American military cares too much about loss of soldiers or ordinary human, right? So, they said we should remove this kind of boundaries. What does it mean? It means as long as CCP has enough human, I mean, they always brag that we have 1.4 billion people, which is almost five times of the Americans, right?
So, these people are very cheap and consumable. So, once they could use people's war to compete you, especially when they have the very big disadvantage compared to your cutting-edge technology, then using people, they can make it the minimal consumption, because people means nothing. And during pandemic, for example, there is one famous word in CCP's media among the officials that, oh, because they only admit 4,000 people in Wuhan dead of COVID, right? So, they said we celebrate the victory of COVID pandemic because only 4,000 dead. We have 1 billion people in Wuhan.
So, 4,000 means nothing. So, for them, it's compared to minimal consumption, because they released the COVID-19 virus and caused at least 18 trillion loss in America. But for them, there are several thousand or even tens of thousands of Chinese people died. That is minimal consumption. They win that case.
So, that's why their documents, their policies, all the propaganda is the east rises and the west falls in the pandemic. So, this is their idea. They never care about human lives. And you have to understand the fundamental difference in this case.
Well, so, what's really interesting here is, this is why I love your cultural perspective on this, because it helps to bring a highlight when they talk about the principle of minimal consumption is, first of all, that rationality is more important than thrift. So, this goes to Dr. Yen's point. Rationality is, if I got a billion people and I have to expend half of them, but I win the battle completely, it's worth it, okay? So, more important than thrift.
Now, we don't have to think that this may happen. All we have to do is take a look back at the Korean War, okay? China sent over a couple hundred thousand soldiers to the death across the fields instantaneously. It was a small price to pay in their mind, okay, to help the battle and defeat the US and push the US back, okay? So, that's very critically important there.
Also, the lack of respect for human life is, people need to understand here, is really persistent and pervasive across China and the CCP. When you take a look at, for example, go on X and take a look at some of the different posts I've seen from allies of Dr. Yen and Mr. Liu and such, and what you see is people who are either committing suicide or people who are murdered on the street right next to other people, or even literally run over, and no one does anything, because there's no value on life in a society where you're so totally subjugated that they understand, if you try to do something in this regard here, based on this principle of minimal consumption, you're just another statistic, okay? So, if you try to stop the murderer who may be a CCP official, you become another statistic, okay?
So, it really is an interesting paradigm that people need to pay attention to. The seventh essential principle is multidimensional coordination. Now, this one here, I got a little bit of cognition on my own side, because it makes a little sense.
Multidimensional coordination, coordinating and allocating all the forces which can be mobilized in the military and non-military spheres, covering an objective. Multidimensional here is another way of saying multiple spheres and multiple forces. So, in the United States, we don't necessarily think of that, okay? We think force and masses, but Army, Navy, Air Force. This, they think, civil, military, anything, okay?
The concept of multidimensional, they write, can only be established within the context of a specific objective. Now, Dr. Yang just pointed this out here. Multidimensional coordination, we urgently need to expand our field of vision regarding forces which can be mobilized in particularly non-military forces. We should also pay particular attention to the employment of intangible strategic resources such as geographic factors, the role of history, cultural traditions, sense of ethnic identity, dominating, etc.
So, this runs the gamut of multilevel coordination, dimensional coordination. Cultural, social, ethnic, military, non-military.
Oh, sure. Actually, I think that they just first explain what they are going to leverage the resources and how they will build these kind of campaign series to conduct the cognitive warfare, brainwash people and prepare for their unrestricted attacks. For example, let's say now when we are talking about China should be held accountable for the COVID-19 pandemic, right? What they are doing now? On 7th July, in China, in Boao, city of Hainan province, Chinese Communist Party held an international, the worldwide influenza conference.
They invited the WHO pandemic, some kind of people in charge of that, for both pandemic of COVID-19 and also the flu, and also many international experts, as well as Chinese military and civil, these kind of bureaus, directors from CDC, Chinese CDC to Chinese CCP's health community. Not community committees. So altogether, actually, what they are going to promote? One of the topics is very clearly telling what their purpose is. That is, based on experience we gain from anti-COVID pandemic, what can we adopt to the future influenza outbreak and the pandemics?
And how could we promote this? And they don't only share the experience, like in China, we have digital, that kind of codes to restrict everyone, to get all the privacy from people. And also from the concentration camp, they also will promote that, how to write things, like they teach the students, young students, young scientists, journalists, how to write things, to let people believe, get convinced that you are doing the good things for their benefits in the next breakout pandemic. Brainwash people. How to establish the commercial industry, work with the academic field, and once the benefits are together, they will definitely be blind to let the outbreak pandemic happen and then sell their vaccines or therapeutics.
Right? And how could the experts to affect the public policies in your own countries? And after that, you could be the next fortune in your countries. Right? So, altogether, China is promoting this kind of experience.
Actually, this is part of multidimensional coordination. Once the next fire attack happens, all these people will think about, oh, we can get benefits, as we have learned from China, and then they will be willing to join and coordinate with China. This is the way how CCP to leverage forces in one belt, one road, or through United Nations, or through the Wall Street in U.S. Altogether, they try to tie all the people with them, share the common benefits, and they will coordinate with China and Chinese operations.
So what's really interesting here, from my perspective, Dr. Yang, is when you give me that perspective and insight, it really is interesting. Because what you see here is, in their multidimensional approach, China is very proactive, unlike we are in the United States. We're very reactive. They understood the Heritage Foundation was going to come out with this study.
They understand different aspects, and people are going to come out and try to push on China for accountability, you know, four plus years later, because the propaganda campaigns are slowly wearing off. But they proactively take these measures and efforts to counter the message, to counter the efforts, okay? And they do so knowing full well. in Western free nations, we try to lend trust to our partners and neighbors in other countries, to try to find the best solutions for things. And so if you have, as Dr.
Yang said, taught your students and people to just say the right things, okay, to show that you can trust us, and that we love you, and we care for you. Okay, it's all deception. It's all deception to bring you into the tent, and then to compromise you, okay, to get you to say, oh, look, here's what China is trying to do to actually fix the problem. But that's all just smoke and mirrors. It's all just smoke and mirrors.
All while they continue, as Dr. Yang and I have talked on this program here, to undertake biological warfare measures against the United States and others. You know, we still haven't figured out what happened to the biological warfare lab in California. What is that, Central Depot or what? That seemed to have disappeared from the radar screen.
But I'm bringing it up now because it goes to everything we're talking here in terms of asymmetry, unlimited measures, limited objectives, okay? And you think the synchrony, the flash war of biochem, kinetics, military, logistical infrastructure attacks, okay? This is the type of stuff that would cripple America significantly. If we got into a major war with China, they have the means to significantly cripple us. Even if we do not, they have the same potential means to cripple us based on this unrestricted warfare.
And now they have the number of people inside the United States to carry that mission out. We need to be very wide awake in terms of what we have here facing us and the threats we're faced from within. So, Dr. Yang, let's go to the eighth and last of the essential principles. Adjustment and control of the entire process.
The authors of the book write, during the entire course of war, from start through its progress to its conclusion, continually acquire information, adjust action, and control the situation. Today, with information technology wielding entire world together into a network, there are a number of factors involved in war. Means that the loss of control of any one link can be like a proverbial loss of a horseshoe nail to which the loss of the entire war. Beyond limits of combined war, is this use of strange, completely new methods of combat to wage war. So, from your perspective, Dr.
Yang, adjustment and control of the entire process, the flow of information, is critically important. What's your perspective?
So, my understanding of this whole part is just one word. Planning is the organization. So, that is a key point of the unrestricted warfare and CCP regime's maintenance. And that is a key point of what CCP always claim as structural advantage compared to the U.S. democratic structure.
So, they are established based on the planning, is the organization, which is covered, recalled, by criminal espionage organization. And they have their way to tie every part in this organization in a very cruel way to force them to work all together, be loyal and listen to the instruction, work at the same time. That's why they could coordinate. They could be flexible. They could control the situation.
And that's what actually, all of these tactics, these kind of strategies you want to combat, described in this book, based on the planning, is the organization. If you cannot control the whole situation, control all the agents and use these agents to leverage resources all over the world, if you cannot, like this covered organization, amplify everywhere, all over the world, if you cannot brainwash people and also strictly control the operators in the whole campaign, they cannot win. How could they make it only directionally? No, they can't. And how could they make it synchronically?
They can't. How could they leverage unlimited measures, means to achieve their goal? They can't. So that's why, from the top to the bottom, this is the Leninist hierarchy structure. And the dictator is the only brain and the only tongue, which you can see clearly now.
she is like Chairman Mao, like Stalin in behaving this role, played such a role. So we need to know that they also expose their fundamental weakness of all of their tactics and regime, which is for the Leninist organization. Americans should also limited, objective, using unlimited means to destroy the head, the brain, the only tongue of this whole Leninist organization. And then the whole CCP regime will fall apart. And then you again focus on these limited objectives, one by one by one, to destroy them.
And then that would make sure we won't live in the risk in such insecure future with such a primary monster in front of CCP and their allies.
Well, Dr. Yan, thank you very much for joining me again today here. And so I'm going to conclude with a note on the conclusion of the book, where the authors note that, although the boundaries between soldiers and non-soldiers have now been broken, and the chasm between warfare and non-warfare nearly filled up, globalization has made it tough to problems interconnected and interlocking. And we must find a key for that. The key should be to open all locks.
Now, as Dr. Yan just pointed out, what happens here is we can use every one of these essential principles counter back against the CCP itself. Right? So that's why we always love having Dr. Yan on this program.
She brings vast experience and knowledge. Don't forget to listen to her program again, The Voice of Dr. Yan, weekends on Saturday and Sunday at 4pm Eastern. I'm here on the National Security Hour to tell you what you need to know and what you need to hear, not what you want to hear. I will go outside of the fog of the daily chaos to give you a strategic perspective on national security issues and speak truth to power.
The power of we, the people, so we together can best ensure the resilience and security of our republic. Thanks for joining us on the mission. The National Security Hour is the tip of the spear in the epic battle to defend the United States of America.
