1Speaker 1
00:20.22 – 00:55.74

Hello everyone, welcome to the voice of Dr. Ye, I'm your host, Dr. Lee Man-Yen. In this episode, my guest is our regular guest, Mr. Edward Hoffman, and as you may already familiar with him, you are my regular audience, but still I need to introduce him briefly for some, in case there's some audience that first time or never heard of any episode between me and Edward, so I just want to briefly introduce my regular guest, and also my good friend Edward to you.

00:56.42 – 00:59.62

Edward is a retired federal senior executive and a U.

00:59.62 – 01:47.94

S. Air Force veteran. He's over four decades of service in, includes service as senior leader in the intelligence community and Department of Defense, Homeland Security, Energy and State. He served as the senior advisor to several ICA agency heads, the assistant inspector general for inspections for the intelligence community, chairman of CIA strategic planning, a deputy team lead for the INF on-site nuclear arms inspections in the former Soviet Union, and as a award-winning CIA intelligence analyst. He is currently an independent consultant focusing on counter-native warfare.

01:48.38 – 03:28.12

He's also a regular host of the National Security Hour on the Mar-a-Lago radio network, and I also always appear in his broadcast. So, hi, Edward, thank you for coming again, and you know, in this episode, we're going to talk about our latest report released by Nonpartisan Commission in Heritage Foundation, and also, this is about a very, very important topic we've focused for several years already, that is, how to hold China government, CCP government accountable for the COVID-19 pandemic. So before that, I think we definitely need to let our audience know what does it mean if you didn't read the news about this report. So this week, on Monday, 8th July, Heritage Foundation, Nonpartisan Commission on China and COVID-19 have released a report, and they're funded with a unity of purpose to reveal the facts and circumstances related to one of the most devastating pandemics the world has ever witnessed, to assess and calculate the human toll and economic damages caused by the Chinese government, and to make recommendations to hold China accountable. So, sir, you have read through the report, and I also have read through the report.

03:28.54 – 03:53.04

First, we can say this is a very good, great effort, nonpartisan effort on pursuing the truth of COVID-19 pandemic and how the Chinese government, CCP, and the leader, dictator Xi Jinping, are accountable. And in this commission, they have the former U.S. national intelligence and.

03:55.04 – 04:11.00

member of the house, representatives from Texas, John Ratcliffe, and also they have Robert O'Brien, who is the chairman of American Global Strategies, and also U.

04:11.00 – 04:50.28

S. government's national security advisor. Also, they have Matthew Pollinger, who can speak in Chinese and English. Also, he is the chairman of the Foundation of Defense of Democratic China Program, and he was a national security advisor, too. And also, we know the virologist, the former director of CDC, Robert Redfield, as well as the Democratic advocacy, the founder and chair of One Shared World, the former National Security Council, and State Department official, Jimmy Mace.

04:50.46 – 05:47.86

We also have many other experts, politicians, involved, as they listed in this commission. And in this report, they basically have summarized this kind of damage caused by CCP government in the past few years since the pandemic. And also, they talk about the possibility and the feasibility of how to hold the Chinese government accountable, because that is government. The most important thing is it has the immunity as a foreign regime, foreign country, how to weave it. And also, more than that, they have articulated 17 supposed promises to the Congress and the next president.

05:48.64 – 06:25.00

So they said, this is a priority for Americans, for the world, and these are the promises. based on their research and study. They think that would help to clean the way to hold China accountable in the legal level, or in the public opinion level, in the leadership level in the United States. So, sir, just before we talk about details in this report, would you just let our audience know that. what's your impression after reading this report?

06:25.38 – 06:58.64

Do you think this is a good report? Is it kind of constructive? Do you think their suggestions are feasible? Because you have been in the IC community for over four decades, and you have talked to many people, and I'm not sure whether some of these people in the commission are your friends or you have worked with. Anyway, you have extensive experience in handling the crisis and the very important issues of national security.

06:58.96 – 07:03.14

For example, you have been to Soviet Union for the nuclear weapons inspection, right?

2Speaker 2
07:03.14 – 07:09.88

So all these things, now we are talking about the virus, which is not only a virus, it is weaponized.

1Speaker 1
07:10.69 – 07:49.12

by the enemy Chinese government, and they are more cunning than Soviet Union. They developed based on communist regime in Soviet, but now they become more sophisticated, they infiltrate deeply, more deeply than Soviet Union in the United States, and they can leverage WHO, UN, all these kinds of scientists all over the world. So, sir, what's your general idea based on this report? And also, you have been spending four years in this field on the pandemic, on the continuity of warfare related to the pandemic. What's your opinion?

07:49.34 – 07:49.78

Thank you.

2Speaker 2
07:51.12 – 08:26.64

Thank you, Dr. Yang, for having me again. It's always a pleasure talking with you. First of all, we have to give credit to the members, the bipartisan members of this commission here in terms of their effort to highlight and try to hold China accountable for the massive toll they've had. But from a broader perspective, from this overall commission, here, I applaud some of their efforts and their findings, because they are taking the international and legal approach to then holding China accountable.

08:27.56 – 09:03.96

That's very laudable, it's very noble, but it's not going to really go very far, in my opinion. It's a dog that won't hunt, for the most part. Secondly, though, they do have some good opinions, and we'll go into those and some different actions that people could take. But what I was disappointed in is, as we've talked before on your program about cognitive warfare, China's unrestricted warfare, what's concerning to me is the report really doesn't go into. then how does the U.S.

09:04.16 – 09:06.20

or doesn't even suggest the U.

09:06.20 – 09:31.80

S. take a whole of government strategy in holding China accountable. Because even if they have one or two useful suggestions, even if they were able to get to trial, those things may take years to decades. But how do you actually hold China and those responsible? That's the hard part.

09:32.18 – 10:22.60

And to do that, sanctioning organizations and other things, yes, those may have some impact. But, as you know, with Xi and his CCP, I think you have to go to the heart of the matter, and you have to help a country either feel your pain or feel your gain. And out of this report here, I don't really see a broader strategy that goes beyond the legal courses of action, with a few executive orders and such, that really will help China feel our pain and cause them then to acquiesce or support, or even talk about providing some sort of reimbursement, reparations for what they caused. So that's the broader aspect for my take on this report. to start out.

10:22.70 – 10:39.10

It's useful, the law, the crime, and highlighting the critical element to bring China accountable, one of the first such efforts. But it falls short, in my opinion, in terms of substantive things that we can actually hold China accountable on.

1Speaker 1
10:40.04 – 11:37.80

Thank you, sir. So yes, you have mentioned that, whether it's very practical or not, we have seen that the government has put efforts, and this effort including to mandate and revise a lot of current terms and also the bills, and also they need to revise China's role as a government in the pandemic. But, as you said, now people are talking about, we want to sue China's government, sue CCP, sue Xi Jinping. And they are talking about how to lead the immunity, which will reduce the protection for China's government and Xi Jinping, and will let them can be the party in this kind of massive class lawsuits on the pandemic. However, yeah, we do face the problem.

11:38.54 – 12:15.22

Would China, I mean, listen to these things, and China's government, CCP, would they coordinate with US? Clearly, I mean, based on all of our observations, our understanding of China's government, like from when we talk about fentanyl, right? Fentanyl is a drug that can kill millions of Americans. And fentanyl actually can be delivered continuously through borders, through the cattails, to America. And this crisis behind it is China's Communist Party.

12:15.72 – 12:52.56

But US government has talked for years about this collaboration, how to handle this kind of crisis, but they never get real positive progress with CCP's help. Why? Because this is part of CCP's unrestricted warfare in the drug field. They want American people to get drug addiction, and they want American people to die in the drug addiction, and so they could take over America without wasting their weapons, even. So, the thing is, what does the government expect?

12:52.86 – 13:32.40

You have talked about, I don't think the commissioners in this commission are too naive to understand these foreseen outcomes. But if they have already foreseen these kinds of outcomes, why do you think they now put these kinds of promises, suggestions, in such a detailed report? What do you think they want to make? Do they just want to attract, for example, attention from people? Or do they need people to understand the possibility of how the Chinese government is accountable?

13:32.94 – 14:17.20

For me, when I see this report, I will say that if this could become true, and if the American government has more countermeasures to make sure this becomes true, this is really like a map for treasure. Everyone can draw multiple lawsuits from different aspects to sue the Chinese Communist Party, which is a rich regime, not rich people. They have made money from America, from all over the world, from slaving Chinese people, and we need to get the money back for compensation. So I would like to draw such lawsuits, and I can be a very important witness, an expert there, as an insider.

14:19.64 – 14:40.20

When we say this, what do you assume the commission's purpose is? Do you think they would have some kind of policies, countermeasures they haven't presented? Or do you think they would see the response from people from the government first, and then move to the next? How do you think?

2Speaker 2
14:40.20 – 15:05.80

this could work, step by step? Well, so they have to put a market down. They have to put a market down and call out China for what they've done. And so they do that in this report, and that's laudatory. They talk about the estimated $18 trillion in costs, which is just a phenomenal cost that has an impact on the United States overall.

15:06.68 – 15:28.06

But what they really don't get at is they don't really call out a couple things. One is, they could call out China's unrestricted warfare, as you and I have, but they don't. And it's important to do so. Why? Because they are willing to use these biological weapons against other nations and other people as necessary to win, right?

15:28.36 – 15:53.68

Second, the $18 trillion cost, yes, and they spend a lot of time explaining that, how they arrived at that. Again, laudatory for that. But you had 1 million over 1,100,000 murders, but they also don't talk about those as being murders. They talk about them as being deaths. And so it's very diplomatic in the realm of the international law and how international law works.

15:54.18 – 16:16.74

And it's going to go through those specific processes. And so, understanding that, it's important. But right up front in the report, they talk and they say basically, any action to hold China or its controlled corporate entities, accountable for the devastation of COVID-19 virus. And here again, they don't say China flu, okay? They say COVID virus.

16:17.16 – 16:32.62

I think we should be calling it China flu, okay? Call the pot and kettle black. They say, we'll have to confront the obstacles posed by the U.S. foreign sovereign immunity. And so here's the big elephant in the room right up front.

16:32.72 – 17:03.06

They put it there. And they talk about how you can get through some of those things later on in the report. But this foreign sovereign immunity act mandates that foreign states shall be immune from the jurisdiction of the courts of the United States, okay, with certain exceptions. So laudatory report, $18 trillion, over a million deaths, but they don't call out the fact that this is part of China's war. They don't call out the fact in my mind, in my opinion, that these were over a million Americans murdered.

17:03.42 – 17:15.92

And they don't call out the fact that the world, not just the United States, needs to hold China accountable because of the devastation that China could bring to the rest of the world with such biological weapons.

1Speaker 1
17:15.92 – 18:08.40

I agree with you, sir. Definitely, when we talk about pursue the truth and hold Chinese Communist Party and the whole government accountable, we must attach the nature of the pandemic, which is, this is the outcome of CCP's bioweapon program. And this is never something, as I always emphasize, it's never something just caused by some small researchers in certain labs or in certain civil labs, or they just want to make some gain of function, to get some paper done or get some grounds and collaborate with American scientists. So they are learning some technology. They just want to make a virus to see the characteristics, or they are working on vaccines, but somehow vaccine goes wrong.

18:08.80 – 19:09.18

So these are never the real reason of the pandemic, the COVID-19 spurs. The real reason is, this is just one of CCP's many, many novel bioweapon candidates. And this one work, SARS-CoV-2 coronavirus work, because this one somehow have more advantages than the other candidates at that time. And when Chinese Communist Party intentionally released it into Wuhan, the community, for certain purpose, at least, we have known that they have conducted in the military exercise with the local government on local CDC hospital to test it in human targets in the international airport. So we know that this is something you definitely cannot avoid if you just amend American's laws.

19:09.92 – 20:07.54

And even though you decouple with China, you said we sue China for culpability. And as long as CCP's this kind of bioweapon program still around, we don't know when will they release another or another few multi-passages from their weapon assailants. And that could happen like, think about back to early January 2020, when President Trump was negotiating the trophy with the soybean deals with China government. His admin saw that they made good progress in the deals with China, and that would be helpful for American's economy. But at the same time, the outbreak in Wuhan already started, and China government already worked with WHO and compromised the scientists in America to cover it up.

20:07.94 – 20:46.48

And meanwhile, they want the pandemic secretly spread to the United States and hurt Americans. And then at that time, all the deal will just get suspended, because this is kind of pandemic. As long as they can use false narrative to make it from the nature, then this is inevitable natural disaster, which they don't need to do anything. There won't be any punishment, and they don't need to make the soybean deal true. And they could also achieve their strategic purposes by hurting Americans.

20:47.04 – 22:02.12

Right, sir? So this is something I'm really believe you're also concerned about is that we give them time, as you said, if they spend years or decades to mandate these laws and to rebuild some kind of surveillance system, to negotiate with China, that will be decades long. And during the decades, I would say that even you give China only another two to three years, there is a huge reduction of the gap between America and the U.S. and China in high-level technology, advanced technology, and Chinese government's unrestricted war would definitely work much well against the Americans. But why the other think tanks or other associations, experts didn't form some kind of commission to provide such suggestions to help American people, to deepen understanding of the COVID-19 pandemic and also to provide other kinds of feasible suggestions to hold Chinese Communist Party accountable?

2Speaker 2
22:02.62 – 22:28.38

Yeah, so the comments you're making are spot on, because China purposely allowed this to spread. They could have alerted the world. They killed people who are trying to alert the world, and they tried to kill you as well for trying to alert the world. What happened? They put together a massive propaganda campaign, and they had their own allies here in the United States helping to cover up the fact that this came from Wuhan, China.

22:28.80 – 23:06.14

Now, they also lack in the report definitively calling out that it comes from Wuhan. There's a lot of nuances there and stuff. Yeah, they say it comes from Wuhan, and pretty much the evidence points that out, but they want to go back and look at that some more. This is a perfect opportunity in this type of report to educate and advance an understanding of the unrestricted warfare that you and I have been talking about here. Although, again, it's a laudatory effort because it tries to hold China accountable, it really is an international law aspect and stuff that's not going to go very far, especially with the Xi regime.

23:07.22 – 23:30.62

They lost an opportunity here, I think, to highlight some key things up front, but as we go through the directions here, and I'll give you my opinion on the recommendations, you'll see some more why I find this report somewhat useful, but lacking in a number of ways. Thank you, sir. I have another question. I have heard that there are a lot of.

1Speaker 1
23:30.62 – 24:40.58

lobbies in Washington, DC, the Chinese Communist Party, going through all their allies and using money to leverage the new allies or forces to help them to attenuate Americans' response on the COVID-19 pandemic. And since it has been four years, and, as you said, they try to silence me, and also they try to silence other people who want to dig this issue, who want to investigate the truth. So do you think, when we see the report from Heritage Foundation, that means, do you think it's an achievement for the Chinese Communist Party government? Or for you, you would treat it as a signal, a symbol that the Chinese Communist Party government at least cannot make what they want happen in DC now, and this kind of report should not be considered as what CCP government want, and should not be considered as a result of the appeasement? Well, I don't think.

2Speaker 2
24:40.58 – 25:21.46

that the CCP is going to look at this report favorably. I think they, as I said up front, the report itself is laudatory in the fact that it actually calls China out for this, talks about holding them accountable, and it's first provide means to then take a look at how people can file lawsuits against China and hold them accountable. So all of that's not favorable to them. What you do mention, though, is that China is, and does have, a very effective lobbying campaign here in the United States, and you've seen that with its efforts with TikTok. But, as we've talked before, also, it's not just China and the million plus deaths, murders here.

25:21.46 – 25:57.48

with COVID and the China flu. We've had over 470,000 Americans murdered, also enabled by China. In this report, they make no mention of that. But this is where I think they lose an opportunity, because any recommendations going forward from here have to take into account the weaponization of biological and chemical warfare against the United States in various ways under unrestricted warfare, and they failed to do that. So let me know when you want to go through the specific points here in the report.

25:58.06 – 26:11.24

But I don't think this report is going to be viewed favorably by the CCP. I think it could have been much more aggressive. But again, that's just one person's opinion. Thank you, sir. So let's have a short rest.

26:11.60 – 26:12.98

And after the commercials,

1Speaker 1
26:13.40 – 26:27.28

we will go back, continue to analyze this report point by point and see what the policies include. And let's see what do you think about these policies would affect both China and America.

Hi, everyone. Welcome back to the Voice of Dr. Yan. I'm the host, Dr. Li-Meng Yan, and today our guest is Edward Hochland, the senior CIA award-winning analyst, who has been working in the field for over four decades.

30:50.62 – 31:35.98

And in the last section, we'll briefly talk about the latest report released by nonpartisan commissions on China and COVID-19, established by Heritage Foundation. And this report is released this week, actually focusing on the feasibility and possibility of how to modify, how to amend the current policies to hold the Chinese Communist Party accountable on the COVID-19 pandemic. And we will talk about the detailed policies, part by part, in this section. So let's see. If you want to read more of this report, you can download it from the Heritage Foundation website.

31:36.56 – 32:19.94

So let's see. The last section, the last part of this report is policy recommendations for the United States to hold China accountable for its role in the COVID-19 pandemic. And there are a total of 17 policies, including 10 for the Congress, and also 7 for Congress, and also another 10 for the president. So let's start from the recommendations for Congress. Let's see the first three policies, and I will just have the three first and let Edward talk about his opinion, and then we go to the next several.

32:20.56 – 32:23.06

So, first, establish a bipartisan U.

32:23.06 – 32:50.74

S. National COVID-19 Commission. Second, create a bipartisan reparations compensation task force to cover claims against China. Third, facilitate avenues for the fighting of civil claims against the People's Republic of China. So, sir, what do you think when you see these three policy recommendations?

2Speaker 2
32:51.78 – 33:21.92

Well, so for the first one, to establish a bipartisan commission, the utility there is that it would be a congressional commission versus just an organization like the Heritage Foundation. That's useful, but commissions typically are a waste of time and taxpayer dollars, in my opinion. You know, we need to do further study in China's negligence. We need to hold them accountable, and so perhaps the commission could do that and then go ahead and provide a report for posterity's sake. But it's a reactive posture.

33:22.40 – 33:55.90

Second, create a bipartisan reparations compensation force. Okay, this has some merit in that we must determine the costs and impacts, but how does one account for the costs and impacts that I talked before about the 1.1 million people murdered in the United States? Okay, commission never really calls that out. It sort of skirts that issue, as well as calling it COVID-19 as advice to the China flu. So they're skirting the accountability, but yes, the second has some merit, because you still need to have a formal committee.

33:57.40 – 34:25.98

lay out the costs for this, lay out the impacts for this, but in doing so, they need to focus also on the human toll. The third recommendation, facilitate avenues for civil claims. For my takes, perhaps this is useful, is that if this ever goes to court, okay, but court is not going to be the way we're going to hold China accountable here. Okay, it's useful in that perspective. But as I said before, it's going to take decades to achieve this, if ever.

34:26.56 – 34:42.26

And by that time, all those who are actually responsible now will be dead. And so another nice here to study, but not with much substance in this recommendation. So the first one is pass the Biosecure Act to begin decoupling.

1Speaker 1
34:42.26 – 34:42.52

U.

34:42.52 – 35:17.94

S. government and commercial supply chains from Chinese state-backed companies. The fourth is pass legislation to establish an audit of all U.S. government funding for biomedical and related research activities in China, structured according to a rebuttable presumption that such research shall be discontinued unless relevant sponsors can demonstrate that their research projects are overwhelmingly in the public interest and entail extremely.

2Speaker 2
35:17.94 – 35:36.88

low risk of harm. What do you think about these two? Well, so for the first one there, the Biosecure Act, what the opportunity here is, they talk about decoupling U.S. government and commercial supply chain from Chinese-backed companies related to this area. What's the overall strategy for the U.S.?

35:36.88 – 36:21.24

So perhaps this is useful to have laws to restrict this, but in the same portion they mention nothing about penalties like imprisonment or death or other. So the real question here is what are we going to do via our national security apparatus to identify, detect, deny, defeat, or undermine, or even sabotage such activities, or make them public, or hold them accountable with other foreign governments? Why not go directly to full decoupling from China, lest they agree to provide restitution and acknowledge their accountability for the China flu? At least that's something practical that Americans around the world could understand. As for passing the legislation,

36:22.90 – 36:51.28

if you pass a law with severe penalties for investing in such companies, then you really need an audit, okay? If we don't already know who's doing these types of things here and we're still having trouble here identifying who in the Department of Defense funded these different things and holding Dr. Fauci accountable, this dog also is going to be very hard. I think it's going to be very hard to get some specifics. Sure, sir.

36:51.36 – 36:52.16

So let's say that.

1Speaker 1
36:52.16 – 37:19.28

for Congress, the sixth amends the Chemical and Biological Weapons Control and Warfare Elimination Act to enact two-phase sanctions on entities that fail to maintain their biological facilities and that withhold data. The seventh is work closely with the National Security Commission.

2Speaker 2
37:19.28 – 37:33.54

on Emerging Biotechnology. What do you think about these two? So the amended bioweapons control, okay, that's fine. It's a good step. But note, the remedial actions here can be taken over time.

37:34.16 – 37:52.42

In the report, it says remedial action can be taken over a period of time after the termination of a biological or chemical event has occurred. So what good is that? It's because we've seen this with China flu. It happened. And so you can amend the treaty.

37:53.02 – 38:31.38

You have treaties in place right now to protect certain things here. And having Congress do an investigation, okay, day late and a dollar short, Congress is going to take forever to do an investigation. Okay, we had Congress, members of Congress blocking the fact that China flu came out of China, came out of Wuhan. And so, yes, amend the treaty, stuff like that, but we're aware of the requirements for a national emergency response that leverages whole government, by which Congress can then mandate a study and structure that provides additional support for the national emergency system to respond to this. This is a very reactive type posture.

38:31.94 – 39:16.54

And it says, okay, if something happens, then you can maybe look it up and do an investigation. Yeah, not very helpful, in my opinion. As we're working closely, I'm sorry, on the National Security Commission, where, in all these recommendations, does Congress speak about the national security apparatus, the DOD, the ICC, Department of State, okay? We don't need another freaking commission to work on this stuff. What we need is we need recommendation paperweights, and we need a strategy, a strategy here, where we bring cognitive work to China that causes them to react, to help them either feel our pain, or feel our gain.

39:16.78 – 39:19.80

Yes, so you have mentioned one very important point,

1Speaker 1
39:19.88 – 39:47.26

that we have been discussing for months, not reactive. We should change it to proactive. That is a way we should hold to account, to against the Chinese Communist Party and their allies. Because if you keep reactively, like, respond to what they have done, then there are numerous tactics from unrestricted warfare. And you see, we have to go through these policies.

39:47.76 – 40:10.18

I mean, definitely I can understand. when they make these suggestion recommendations, they try to make it visible, practical, and really articulate the foundation in the rule of law system to hold China accountable. And I appreciate their efforts. As you said, you also do the same thing. But the thing is, this is too reactive.

40:10.70 – 40:45.42

It's like China has already launched pandemic. Four years later, we have seen at least $18 trillion loss, and also media, 28 million Americans hurt or murdered by this pandemic. And now these are the steps that would take, maybe even decades. Because, I mean, there's a lot of things you have to do. For example, how to make all these scientists talk about, oh, my project will have the overwhelming public interest, and, of course, low risk of harm.

40:45.84 – 41:04.58

This is actually, just think about. every year, you have how many ground applications to NIH. And if these things all come to the Congress, who would revise that? Still, you need to get help from those scientists. And now let's go back to just focus on COVID-19..

41:05.06 – 41:25.48

When we say that COVID-19 comes from the lab, not the nature, it's the scientists, those experts try to suppress the real origin. And they even made up data. And they even made up false narratives. They just tell something, it's kind of, no, no, no. Today you wear the white shirt.

41:25.60 – 41:33.60

You think you wear the black shirt, sir? No, no, we are the expert. We need to explain. this is not black. This is very white.

41:33.72 – 41:46.48

It's a very green style. white, look like dark blue white. And it looks like some very not transparent white. But this is white. This is not black.

41:46.60 – 41:55.38

You need to rethink about black. You're not expert. I'm the expert on color. So I redefined your shirt's color today. Right?

41:55.48 – 42:05.70

It's the same thing. They can argue for decades with congressmen. As Dr. Fauci said, I'm the science. And so the next Fauci is also the science.

42:06.06 – 42:27.00

The next, Peter Daszak, is also the science. How could you argue with science? Right? This is something I will say. we definitely need more fundamental solution to turn over this kind of situation, massive negative situation in this case.

42:27.34 – 43:07.90

And for me, what I think is definitely, I think one recommendation in this report should be amplified, which is amend the chemical and biological weapon control and warfare elimination acts to revise what China has done. It's not only focusing on the entities. I mean, Chinese government can always shut down the existing entities and reopen another one. And it's like their agents just have 10 or 20 names, 10 or 20 passports. You sanction one identity, they have another identity or more, right?

43:08.14 – 43:54.56

So the same people still can work in China. And if you just try to sanction the entity, try to cut off the connection between America and the U.S. biological business, people will use money and using their power to prevent this progress. And one thing for sure we know is, according to the report now, that white Americans cannot cut off this kind of biological, especially biological, connection with China, because more than half of the bioresearchers admitted they have at least one collaboration with China. This is from certain people I have seen recently from some mainstream media.

43:54.92 – 44:13.34

I just can't find it at this moment. So we know that there are a lot of benefits behind. And they, if, I mean, one of their main argument is American government, now still allow us to collaborate with China. You said it's competitive. And we are scientists.

44:13.64 – 44:28.72

We want to get everything developed. So we need the help from China. You are using Chinese students, Chinese scholars, as cheap labor in your labs, because there are benefits from that. And Chinese funding. come here, Chinese investment.

44:28.72 – 44:30.84

come here, in Boston, in L.

44:30.84 – 44:31.00

A.

44:31.00 – 44:58.52

, everywhere, to support this business. So we could revise all these bills to change the situation. But before that, we need to think about something more efficient, more quickly, to cut off this hidden support from China to this industry or this area in the United States, which will clearly affect public opinions and.

2Speaker 2
44:58.52 – 44:59.74

policies in the U.

44:59.74 – 45:13.80

S. Right, sir? Absolutely. So, you know, we have now 1.4 plus million Americans murdered between fentanyl and the China flu. This report is very reactive.

45:14.56 – 45:41.18

Based on what this report is recommending overall to Congress and the president, China can continue to attack us and we will all be dead by the time they even look to implement any of these different solutions. So it's very, very disheartening. there is that there's no real alarm bell being set here in terms of what's happening. What you mentioned in terms of real proactive, cancel all student visas. There's 300,000 Chinese students, cancel them immediately.

45:41.90 – 45:55.14

Second, cancel all work visas for China, OK? Hit them in the pocketbook, hit them where they can't. steal the IP, OK? And send them, send the researchers home, OK? That would send a message.

45:55.60 – 46:01.72

That would bring them a wake-up call. This is fluff and stuff. Pardon my French.

1Speaker 1
46:04.60 – 46:30.58

The thing is, I don't think America can do this unless America announces the war with China or China announces the war with America. In a war situation, that may be available. If not, I don't think the American government will post this kind of deportation. Even though we have seen thousands, I mean the thousand talent plans, members still working here. Yes.

46:30.70 – 47:25.12

And America, like Deming, NIH, CDC, everywhere. they joined the international commission, even become director, talking with WHO, NIH, CDC, even they gave the suggestion to White House. And so, according to the current law system, it seems impossible for American government to deport these covert academic spies for unrestricted warfare in the United States. So the thing is, if this kind of policy won't be redirected against the CCP's bioweapon program, then they cannot extend it to the bio-war or bio-attack level. And then they would lose the opportunity to cut off these connections with China and hold China accountable, right?

2Speaker 2
47:26.82 – 47:42.20

Well, look, there's a very few number of Americans who are studying and active in China. There's 300,000 students here. Your operative word you mentioned is very important, war. We are at war with China. They are at war with us.

47:42.78 – 48:04.14

I should say we're not at war with them, but they are at war with us. And they've said that numerous times. At a minimal, you can identify which of these student visas relate to the chemical, biological, this type of research, and immediately cancel those visas. Same thing from work visas for different areas as well. And that's the problem here.

48:04.22 – 48:17.10

People don't understand. We are in a full, unrestricted cognitive war with China, and only one side is aware of it. The other side is not, and that's the United States. Sure. So let's see what the recommendations.

1Speaker 1
48:17.10 – 48:43.66

for the president in this report. The first one is demand a diplomatic priority that China among the comprehensive of factored scientific and forensic investigation into COVID-19's origin in China. I don't think they could make it happen. The second, impose economic sanctions on Chinese officials and entities associated with the COVID-19 cover-up. Does it include Xi Jinping inside?

48:44.34 – 49:12.58

The third, recognize the COVID-19 pandemic was an epochal event similar to the dawn of the nuclear age and necessitating comparably significant changes in US policy, diplomacy, government, commerce, and academic affairs. What do you think about the first?

2Speaker 2
49:12.58 – 49:26.48

three recommendations, sir? Well, for the first one, from a diplomatic standpoint, it's useful. But what are the leverages to help China feel our pain again if they don't comply? There are none. They've not thought about those, right?

49:26.54 – 49:43.96

There may be some specific economics. For the second one, impose economic sanctions, okay? Now, here's an area I would agree with. But again, strategically and tactically, what's the framework? What's your framework to implement these sanctions and then ratcheting them up if there's no compliance, okay?

49:44.40 – 50:06.36

Now, maybe they have that in the back of their mind. But what's their plan if China then responds in kind or loses its own sanctions or conducts symmetric warfare, direct kinetic warfare back against us? for these things, okay? So we have to think, not just what our action is, but what's the counteraction from China? And then the third, the pandemic was an epochal event.

50:07.34 – 50:08.32

Okay, duh.

50:10.98 – 50:27.50

Yeah, that's so obvious, okay? This begins to speak, in my opinion, to a very myopic view of the situation. Such research has been going on, as you know, for decades, okay? And China said it's going to continue. And in their unrestricted warfare, they're talking about actually using this stuff.

50:27.82 – 50:39.10

So what, again, is our strategic posture? What is our architecture to respond to these things? It's not in this report. It probably doesn't belong in the report. But they could have gone much further here, I believe.

50:39.42 – 50:40.20

Thank you, sir.

1Speaker 1
50:40.70 – 51:11.54

I think our time is going to be very tight now. So I may need to read all the next seven policies recommendations for the president, because they're similar to the one with Congress, and get your brief comments on that. The first one is about technology as a sector restricted for purpose of the U.S. outbound investment to China. First, went to Executive Order 14105 of August 2023..

51:12.20 – 51:13.42

Fifth, take the U.

51:13.42 – 51:15.10

S. intelligence community with.

51:17.64 – 51:30.16

prioritizing the collection and analysis of data on COVID-19's origin, working alongside allies, including Five Eyes partners, Britain, Canada, Australia, and New Zealand.

51:36.38 – 51:44.74

I mean, early detection and preparedness. The seventh, establish a new framework for scientific research.

2Speaker 2
51:44.74 – 51:50.38

and collaboration, build collective resilience with allies and partners. The eighth,

1Speaker 1
51:50.84 – 52:20.48

impose significant costs on China for violating the WHO's international health regulations. And the ninth, considering suspending or revoking the 1979 science and technology agreement with China. Yeah, this should be a must-do. The 10th, verify China's confidence with the Biological Weapons Convention. I mean, my question is, how could they make China, I mean,

52:23.00 – 52:59.02

admit that they violate the regulation of WHO, because WHO can modify the regulation at any time in favor of China? And also, if they talk about verify Biological Weapons Convention twice for both Congress and the President, why don't they talk more about the unrestricted warfare and unrestricted bioweapon nature of COVID-19?. Why do they still hesitate to do so? So, sir, we still have another three minutes for you, and you could briefly comment on.

2Speaker 2
52:59.02 – 53:29.44

all these policies. Thank you. Okay, so on the fourth one, on the executive order, somewhat useful, but it'd be more useful for Congress to actually pass a law against funding of such research, okay? But with specific penalties, again, we're lacking a government's fusion plan, whole-of-government, whole-of-society efforts here. On the fifth one, the intel community, okay, useful for past history, okay, but can we beat this dead horse again and again for what we already know?

53:29.66 – 53:57.04

We already know where it came from, okay? Where is tasking the IC and the national security apparatus to develop a comprehensive strategy to detect, defer, defeat, deny, and proactively identify, expose, and destroy such efforts, okay? That's not proper use of the intel community. They'll do a RAND study out on the history, use the intel community to be proactive, not reactive. On number six, enhanced detection preparedness, okay?

53:57.40 – 54:27.66

So far, this is the best of the recommendations, but what's missing here is, this is focused solely on detection and preparation, okay? Daylight, dollar short, very reactionary. What's our whole-of-government strategy, whole-of-society strategy, with our allies, strategic in nature to, again, deter, detect, defeat, and identify ahead of time, and cancel them so that this doesn't happen. Seven, establish a new framework for scientific research. This actually is confusing to me, is it?

54:27.74 – 54:46.30

So what the heck, is a comprehensive strategy for collective resilience, okay? What exactly are the ways and means we're going to implement this strategy? It's, you know, what's the architecture? So number eight, impose significant costs on China, okay? Again, what are the actions?

54:46.58 – 54:59.40

What's the desired outcome? to what impact to response? These are all very vague, nice sounding, but very vague. Number nine, consider suspending, revoking the S&T agreement with China, okay? Why not start with that?

54:59.44 – 55:20.54

But, as I said, you have 300 student visas, you have a number of work visas in the United States. Deny additional consulates in the US, deny travel with diplomats, okay? There's a number of different ways we could respond here. And for the 10th one, verifies to China's compliance, okay? This should be a no-brainer that our intelligence community should already be able to answer, all right?

55:21.00 – 55:35.74

But the fact that we had people pushing back on us against this already intelligence community, saying it didn't come from Wuhan, tells you we have enough other problems on our hand. Thank you, sir. And yes, when you talk about preparedness, I just want to.

1Speaker 1
55:35.74 – 56:11.92

ask, if you don't know, this is a bioweapon, novel bioweapon, non-traditional, unrestricted bioweapon from China, if you don't know that the damage caused by pandemic is mainly because their misinformation, which is part of their cognitive warfare, you leveraging the scientists and expert and politicians and the media, then how could you prepare for this next pandemic or outbreak? What can you do? You even didn't know where it comes from. You didn't know that from the military arsenal. You didn't know that was intentionally released.

56:12.50 – 56:14.28

How could you prevent that?

2Speaker 2
56:15.60 – 56:21.22

So, thank you so much, Mr. Face. Oh, no, thank you. Thank you, Dr. Yan, for having me again.

56:21.26 – 56:25.08

We could talk about this for another hour, but thank you very much. Thank you so much. Yeah,

1Speaker 1
56:25.08 – 56:49.36

we always can continue our topics. And yes, we will definitely have you back soon in the voice of Dr. Yan and Eric, Sunday at 4 p.m. Eastern Time. You can hear our episode on air through America Outloud Radio Network and iHeart Radio, and later you can listen to it through various apps on Spotify, Pandora, and other places.

56:49.58 – 56:50.06

Thank you.
